Europa rüstet auf: Wehrpflicht, höhere Verteidigungsausgaben und militärische Mobilität. Den Preis zahlen Zivilgesellschaften durch Kürzungen in Bildung, Soziales und Kultur. Angesichts von Krieg und geopolitischer Unsicherheit fragt das transnationale Netzwerk kritischer Kulturschaffender The Embassy: Was tun jene, die nicht kriegstüchtig sein wollen? Was lernen wir von aktuellen Protesten, und wie können wir solidarisch sein mit denen, die keine Wahl haben?
Wehrpflicht einführen, Verteidigungsbudget aufstocken, Rüstungsindustrie ankurbeln, Militärmobilität fördern. Die Gesellschaften in Europa wollen wieder kriegstüchtig werden. Den Preis für dieses Vorhaben, das die EU „Bereitschaft 2030“ nennt, zahlen die Zivilgesellschaften: In den Bereichen Bildung, Soziales und Kultur wird gespart, die jungen Generationen sollen ihre Zukunft ‚in den Dienst stellen‘, die Medien machen den Kriegsjargon wieder salonfähig. Angesichts der Bedrohung durch den russischen Angriffskrieg in der Ukraine, der unsicheren Bündnis-Verantwortungen zwischen USA und den Ländern Europas, gepaart mit den zunehmenden autoritären Tendenzen in einigen europäischen Regierungen gibt es Neujustierungen in den Staatsausgaben der europäischen Länder. Von Klimaschutz redet eigentlich niemand mehr. Immer weiter eskalierende Kriegswirtschaft und koloniale Machtspiele kosten Zivilgesellschaften weltweit Leben, Land und Kultur.
Was aber tun all jene, die ‚nicht bereit‘ sein wollen? Und was tun jene, die sich diese Fragen gar nicht erlauben können? Nach ihrer Gründung im Sommer 2025 tritt The Embassy, ein transnationales Netzwerk kritischer Kunstschaffender aus Europa++, bei Impulse 2026 erneut zusammen, um von denen zu lernen, die es anders machen wollen. Von den Schüler*innen, die gegen die Wehrpflicht in Deutschland auf die Straße gehen. Von den Studierenden, die in Serbien gegen Korruption, staatliche Willkür und Dysfunktionalität protestieren. Von den Vielen, die hier und dort in Protestchören für ein friedvolles Leben ansingen – ausdauernd, solidarisch, laut.

Europe is rearming: conscription, increased defense spending, and military mobility. Civil societies are paying the price through cuts to education, social services, and culture. In the face of war and geopolitical uncertainty, the transnational network of critical cultural practitioners The Embassy asks: What do those who do not want to be ready for war do? What can we learn from current protests, and how can we stand in solidarity with those who have no choice?
Introducing conscription, increasing defense budgets, boosting the arms industry, promoting military mobility. European societies are preparing for war once again. Civil societies are paying the price for this project, which the EU calls “Readiness 2030”: cuts are being made to education, social services, and culture; younger generations are expected to “put their future at the service” of this agenda; and the media are once again normalizing the language of war. Faced with the threat posed by Russia’s war of aggression against Ukraine, uncertain alliance commitments between the United States and European countries, and growing authoritarian tendencies in several European governments, European states are readjusting their public spending. Hardly anyone is talking about climate protection anymore. The ever-escalating war economy and colonial power struggles are costing civil societies around the world lives, land, and culture.
But what do all those who do not want to be “ready” do? And what about those who cannot even afford to ask these questions? Following its founding in summer 2025, The Embassy, a transnational network of critical artists and cultural practitioners from Europe++, will come together again at Impulse 2026 to learn from those who want to do things differently. From the students taking to the streets in Germany against conscription. From the university students protesting in Serbia against corruption, state arbitrariness, and dysfunction. From the many who raise their voices in protest choirs for a peaceful life – persistently, in solidarity, and loudly.
